William States Lee III Nuclear Site, South Carolina

On March 16, 2006, Duke Energy announced it would seek a permit to construct and operate two new nuclear reactors in Cherokee County, SC, just across the North Carolina border. Duke intends to operate the plants, but they would be owned with Southern Company. There are presently no operating reactors in the county, but it was considered by Duke for a reactor in the 1970's. Cherokee County also approved an incentive package during the 2005 legislative session that offers a 50 percent property tax break to any company building a new nuclear reactor.

On December 13, 2007, Duke submitted its application for a Combined Operating License (COL) to the U.S. Nuclear Regulatory Commission (NRC). The application seeks approval to build and operate two AP1000 reactors.  The AP1000 is a 1,100 MWe pressurized water reactor design that was certified by the NRC in 2006. However, the agency is currently reviewing a Westinghouse application, submitted in May 2007, to amend the certified design. The regulatory review is expected to take approximately three years, and construction is expected to take about four years.
