Although the Office of Information and Regulatory Affairs (OIRA) in the Office of Management and Budget was created by statute to implement information resources management policies such as government use of information technology, it was never statutorily charged with protecting public safety or public health. Instead, Congress delegates regulatory authority directly to the Cabinet departments and federal agencies themselves, diffusing executive branch power.

The White House has nonetheless declared by executive order that OIRA should have the power to review regulations before they are published in the Federal Register — creating a one stop shop for corporate special interests seeking to distort regulatory policy.
